About FERC Deputy Chief Financial Officer
The Deputy Chief Financial Officer manages all the financial and asset management functions and programs for the Commission, on behalf of the Executive Director.

Budget Division
The Budget Division formulates the Commission's funding and resource requirements for inclusion in budget requests to OMB and the Congress. In addition the Division is responsible for:
- Reviewing, analyzing, and consolidating Offices needs and preparing necessary justifications, exhibits and supporting documentation for budget request.
- Briefing Commission management and/or providing status reports on resource levels requested and expended.
- Providing liaison on budget matters to OMB, Congress, DOE, the Congressional Budget Office, the GAO and other Federal agencies.
- Performing all budget execution, planning and evaluation activities for the Commission.
- Monitoring and analyzing the Commission's use of human resources.
Financial Services Division
The Financial Services Division controls the use of appropriated funds through the Commission's automated accounting system. In addition the Division is responsible for:
- Authorizing disbursements for invoices, intra-governmental transfers of funds and related transactions.
- Controlling and obtaining approvals as necessary on invoices and vouchers.
- Collecting and depositing all funds due to the Commission including filing fees and annual charges.
- Prepares internal financial reports as required by CFO/FERC, DOE, OMB, Treasury and the GAO.
- Developing policy and implementing all aspects of the FERC's program of establishing and assessing filing fees and annual charges.
- Administering the Commission’s property management and inventory control programs.
Financial Policy Division
The Financial Policy Division provides accounting and internal auditing expertise to ensure the accuracy and integrity of financial and performance information needed for decision making. In addition the Division is responsible for:
- Developing and implementing appropriate CFO policies and procedures to ensure revenue and expenditure transactions applicable to the Commission's operations are properly recorded and accounted for to permit the preparation of reliable financial reports.
- Advising the Commission on matters related to the overall management and control of financial resources.
- Analyzing obligations and costs for compliance with applicable laws.
- Making recommendations for improvement regarding management control systems, financial management, operational performance and administrative processes.
Internal Audits Division
The Internal Audits Division provides internal auditing expertise in evaluating financial and management processes, systems, operations and programs. In addition the Division is responsible for:
- Performing audits and reviews, encompassing both compliance and performance effectiveness, to ensure the integrity and effectiveness of these systems and programs.
- Ensuring that adequate internal controls are in place and are working to safeguard against waste, loss, or misappropriation.
- Making recommendations for improvement regarding management control systems, financial management, operational performance, and administrative processes.
Procurement Division
The Procurement Division plans, solicits, negotiates and administers contracts, and performs all operational management responsibilities for procurement and contract management in support of programmatic and institutional requirements. In addition the Division is responsible for:
- Providing advice and assistance regarding such matters.
- Responsible for working with program and project managers on procurement planning and development of contracts.
- Working closely with programs to ensure proper accomplishment of Contracting Officer's Representative's (COR) role in all aspects of the acquisition cycle.
- Responsible for ensuring proper procurement strategies, solicitations, negotiations and contract awarding, administration and closeout.
