Contractor Employee Assistance Substance Abuse at DOE Contractor Sites

Workplace Substance Abuse Programs at DOE Sites 10 CFR, Part 707

The purpose of this DOE Policy is to help ensure worker and public health and safety, safeguard the national security, and protect the environment. It establishes policies, criteria, and procedures for developing and implementing programs that help to maintain a workplace free for the use of illegal drugs. It applies to DOE contractors, and subcontractors performing work at sites owned or controlled by DOE and operated under the authority of the Atomic Energy Act of 1954, as amended, and to individuals with unescorted access to the control areas of certain DOE reactors. The procedures include detection of the use of illegal drugs by current or prospective contractor employees in testing designated positions (TDP).

The Office of Worker Safety and Health Assistance (HS-12) provides technical and professional assistance to the site management regarding substance abuse situations. The Office of Worker Protection Policy and Programs (HS-11) is responsible for substance abuse policy.

Employee Assistance Program For DOE Contractor and Subcontractor Workers

The DOE Employee Assistance Program (EAP) for DOE contractor and subcontractor workers complements the DOE medical and psychological evaluations and surveillance program. The EAP provides contractor workers who are experiencing personal problems with an opportunity to receive appropriate treatment and support. The goal of the EAP is to provide a conduit through which the individual can address and solve the issues confronted without fear of being penalized.

The Office of Worker Safety and Health Assistance (HS-12) provides technical and professional assistance to DOE site management regarding substance abuse situations. The Office of Worker Protection Policy and Programs (HS-11) is responsible for substance abuse policy.

The Office of Worker Safety and Health Assistance collaborates with the DOE Office of Contract and Resource Management to develop program requirements and standards for DOE Order 350.1, Chapter 9 and through the 10 CFR, part 707.6.
