Jayne Harkins

Jayne Harkins is Deputy Regional Director of the Bureau of Reclamation's Lower Colorado Region.

Harkins, a 21-year Reclamation employee, oversees programs associated with the operation and maintenance of the Region’s water and power facilities, and is responsible for administering programs that address the Secretary of the Interior’s Watermaster functions on the lower Colorado River including water delivery and accounting; power and water operations and contracting; and water conservation.

A geologic engineer, Harkins has been involved in Colorado River operations and management issues since 1986, when she joined the Lower Colorado Region. She managed the Region’s water and power operations, and has worked closely with other federal and state agencies and various stakeholders on issues related to management and use of the river.

Harkins was also instrumental in developing the Colorado River water banking rule and Interim Surplus Guidelines, and was a key member of the federal team involved in implementation of California's Quantification Settlement Agreement.

A University of North Dakota graduate, Harkins is a registered professional engineer in California and Nevada. She is also a graduate of the Office of Personnel Management’s Women’s Executive Leadership Program.

Harkins has received numerous awards during her career, including the Department of the Interior’s Superior Service Award.

A native of North Dakota, Harkins and her husband have 2 children.
