Performance Management (GPRA)
Improving the performance of Government agencies is the Government Performance and Results Act of 1993 (GPRA)' s goal. GPRA requires Federal agencies to:

Develop and implement both strategic and annual plans that align agency resources with program objectives
Track and report on their performance.

2006 Operating Plan with appendices (pdf, 689K)-- With increased emphasis on performance and budget integration to improve planning and performance, the Operating Plan attempts to weave together the interrelationships between the Government Performance and Results Act (GPRA), Activity-Based Costing (ABC), OMB's Program Assessment Rating Tool and budgeting.
