ORSSAB will have its monthly meeting on Wednesday, September 10 at 6 p.m. at the DOE Information Center, 475 Oak Ridge Turnpike, Oak Ridge, Tenn. The presentation will be “The Federal Historic Preservation Program.”

The minutes of the July 9, 2008 meeting were approved.

A proposed amendment to the bylaws to have the fiscal year begin in October was read for the first time (Attachment 1).

Election of FY 2009 Officers – Ms. Sarten representing the Nominating Committee submitted a slate of candidates: Chair, Steve Dixon; Vice-chair, Ted Lundy; Secretary, John Coffman. There were no nominations from the floor. The slate of candidates was approved.

The motion for the second consecutive absence for Mr. Mezga was removed from the agenda because he was in attendance.

Federal Coordinator Report – Ms. Halsey reminded members that they are not approved for travel on board business until their travel requests are approved by the Executive Committee. They should not make travel arrangements on their own, but must work with the DOE travel office to make arrangements after they have been approved to travel by the Executive Committee. She asked staff to provide DOE travel guidance to members when they request travel so they can familiarize themselves with travel guidelines.

1. Mr. Adler and Mr. Darby will determine the amount of curies measured in Bear Creek Valley. Complete. Don Dunning, DOE-ORO provided the following explanation: An estimate can be made of the activity inventory of uranium at the Bear Creek Burial Grounds, based on the estimates of the total mass of uranium disposed – approximately 19 million kilograms (~40 million pounds). The activity inventory would depend on the specific isotopic composition, which would depend on the enrichment/depletion characteristics of the waste disposed, since the specific activity differs for each isotope. Assuming that all waste disposed consisted only of depleted uranium would give the most conservative estimate of the activity inventory.

19 million kilograms of uranium x 1000 g/kg x 1.36 x 10^-6 curies/g of depleted uranium = 2.4 x 10⁴ curies (24,000 curies)

If we assume that uranium isotopes are in their natural isotopic abundance (i.e., natural uranium), the estimate would be slightly lower:

19 million kilograms of uranium x 1000 g/kg x 6.8 x 10^-7curies/g of natural uranium = 1.3 x 10⁴ curies (13,000 curies)

That may give a reasonable range for our estimate. It is probably not reasonable to assume any enrichment above natural uranium as an average value for the disposed waste.

2. Ms. Halsey will check on the status of Recommendation 154: Reaffirmation of DOE Secretarial Policy to Provide Stewardship at Ongoing Mission Sites with Residual Contamination at DOE Headquarters. Complete. In a letter (Attachment 2) to Mr. Mezga Mark Gilbertson, DOE Deputy Assistant Secretary for Engineering and Technology, said the recommendation to assign a DOE headquarters liaison for long-term stewardship activities has been implemented. Vincent Adams has been named as the liaison. He will be responsible for conducting site transition and pre- and post-remediation strategy planning for long-term stewardship consistent with applicable regulations and DOE orders. He will ensure execution of Environmental Management policy on remedy decisions and end-state vision and will work with Environmental Management Site Transition Coordinators.
