The Commerce Department’s Bureau of Industry and Security (BIS) today published a regulation in the Federal Register to expand export controls on certain explosives detection equipment and related software and technology. This action, which was taken in consultation with the Department of State, the Department of Defense, and the Department of Transportation, is designed to enhance the security of airline travel worldwide and the safety of physical structures, including government buildings.
"This regulation is a significant part of the Bureau’s efforts to keep equipment and know-how out of the hands of terrorists that could adversely affect the safety of U.S. citizens," said Under Secretary of Commerce for Industry and Security Kenneth I. Juster.
"In particular, this regulation will help ensure that terrorists are not able to learn to defeat or circumvent the explosives detection equipment that we rely on to protect U.S. citizens and vital facilities," said Juster.
The Department of Commerce, through BIS, administers and enforces export controls for reasons of national security, foreign policy, anti-terrorism, nonproliferation, and short supply. Criminal penalties and administrative sanctions can be imposed for violations of the Export Administration Regulations.
