Between 1997 and 2001, Office of Justice Programs (OJP) funded the Violent Offender Incarceration/Truth-In-Sentencing (VOI/TIS) Grant Program. Under VOI/TIS, federal resources were provided to the 50 States, the District of Columbia, Puerto Rico, Virgin Islands, American Samoa, Guam, and the Northern Mariana Islands on a multi-tiered formula basis. These resources were available for the purposes of building or expanding correctional facilities and jails to increase secure confinement space for violent offenders.

Although no funding was appropriated for VOI/TIS during 2002, OJP continued to track the number of new beds (1) brought on-line, (2) under construction, or (3) leased. For purposes of addressing stewardship data in the 2002 financial statements, OJP reports the following VOI/TIS status: at the close of 2002, a total of 34,266 new beds have been brought on-line, an additional 24,700 beds are under construction, and another 1,318 are being leased.
