Information for Hosting Facilities
Hosting facilities include DHS
laboratories, DHS Centers of Excellence and its partners, DOE national laboratories, and other federal research facilities.
Projects submitted by DOE national laboratories and other federal research facilities are subject to approval by DHS,
Office of University Programs, and must demonstrate relevance to one or more of the
homeland security research areas.
Expectations
- Provide 50% of funding for the Fellow’s annual stipend. DHS University Programs will provide the remaining 50%,
a supplement to cover health insurance, in-bound travel expenses, and a $3,500 per year professional travel allowance.
- Provide all programmatic and intellectual support necessary for the timely completion of the research project
proposed by the Fellow.
- Ensure that the Fellow will not be assigned laboratory duties unrelated to his or her research proposal so that
total effort can be devoted to the approved project.
- Assign a Research Advisor to provide intellectual support, furnish scholarly stimulation, and provide encouragement
and scientific and technical advice to the Fellow. The Research Advisor will also assist the Fellow in all matters
pertaining to their professional work, including endorsement of travel requests, assessment of the progress on the
research program, and preparation and publication of the results of their research work.
- Encourage Fellows to interact with others in a research group as an integral part of the “research family”
and should not be treated as an “outside” contractor.
- Provide programmatic support includes items such as: security clearance, if necessary; adequate research space;
reasonable office arrangements and clerical support; supplies and equipment necessary for the conduct of the research
program; reasonable technical support as may be needed; computer and library resources as may be required; assistance
with arrangements and travel expenses for travel not directly covered by DHS University Program via ORISE or other
costs associated with field research; use of other laboratory facilities, if required; and page costs associated with
publication of research results with appropriate credit to DHS and the hosting facility.
Deadlines
Postdoctoral fellowship applications must be submitted by April 15th for appointments starting June through December
and September 15th for appointments starting January through May.
Submission of Projects
Hosting facilities may send project(s) or research topic(s) and advisor information for posting on the DHS Postdoctoral
Fellowship Program web site at anytime by e-mailing a Word document or PDF file to
dhsed@orau.org. Consider including
the following information in the document you provide.
- General description of your facility
- Description of the homeland security expertise of your facility
- Title and short description of available project(s) or research topic(s) with a direct relationship to one or more
homeland security research areas. Please list the homeland security research
area(s) related to or supported by the project.
- Name and contact information of the person that will serve as the research advisor for each project
- Terms of postdoctoral appointments at your facility, such as level of flexibility regarding start/end dates,
housing availability, security clearance requirements, if any, etc.
- Brief plan on how postdoctoral fellows are integrated into the community (both at work and socially) at your
facility
