Mason Contractors' Association, Eastern Laborers' District
Council and OSHA Sign Landmark Partnership Agreement

ST. LOUIS -- The Mason Contractors' Association of St. Louis (MCA) and the Eastern Missouri Laborers' District Council will join forces with the Occupational Safety and Health Administration (OSHA) in an agreement designed to help contractor participants to develop new or improve existing industry workplace safety and health programs, the U.S. Department of Labor announced today.

The collaborative effort will be marked by a partnership signing ceremony at 1:00 p.m. on Friday, May 16 at the MCA office, 1429 S. Big Bend Blvd. St. Louis.

OSHA Area Director William McDonald said, "This partnership agreement represents significant progress in our relationship with this segment of the construction industry. Developing effective safety and health programs adds value to the contractor's business, to the workplace, and to the lives of each employee."

MCA Executive Director Dave Gillick commented, "Our members view this partnership as a proactive approach to reducing workplace injuries while improving our industry's efforts to achieve and maintain regulatory compliance. This agreement is a win-win alliance for the participating contractors, the members of the EMLDC and OSHA."

Chartered in 1896, the MCA is one of St. Louis' oldest trade organizations. Through model training programs and a comprehensive certification process, the association promotes and maintains the highest standards of masonry construction among its members.

Developing partnerships with the private sector to improve worker safety and health is one of OSHA's major goals. This agreement was developed under OSHA's Strategic Partnership Program.

Established in 1998, the program promotes the agency's work with business and industry to identify goals, develop action plans, and implement cooperative efforts to reduce hazards in the workplace. THE VOLUNTARY PROTECTION PROGRAM

OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION

U.S. DEPARTMENT OF LABOR

OSHA's Voluntary Protection Program recognizes and promotes effective safety and health management. Participants are a select group of facilities that have designed and put into practice outstanding safety and health programs in which management, labor and OSHA establish a cooperative relationship.

"Star" participants meet all VPP requirements

VPP workplaces have shown that an investment in the OSHA program is an effective allocation of resources. VPP sites experience fewer employee injuries and illnesses, reduced workers' compensation costs, improved productivity, improved employee morale, and recognition in the community. Existing programs are improved through reviews that are part of the process.

A worksite approved for VPP will not be targeted by OSHA for a regularly scheduled, programmed inspection, although it must continue to comply with all OSHA safety and health regulations. OSHA remains responsible for investigating worker complaints and serious accidents.
