The Substance Abuse and Mental Health Services Administration (SAMHSA) anticipates funding the following discretionary grant programs in FY 2008, based on the President’s FY 2008 budget request.  All information provided in this chart is tentative and preliminary.  These plans may change and final figures will not be available until after SAMHSA receives its FY 2008 appropriation.

State-Sponsored Youth Suicide Prevention

State Sponsored Youth Suicide Prevention grants will build on the foundation of prior suicide prevention efforts in order to support States and tribes in developing and implementing Statewide or tribal youth suicide prevention and early intervention strategies.

Eligibility is limited to State governments and federally recognized American Indian/Alaska Native tribes and tribal organizations.  Public or private non-profit organizations designated by a State, federally recognized Indian tribe, tribal organization, or urban Indian organization, to develop or direct the State/tribal sponsored youth prevention and early intervention strategy may also apply.

Campus Suicide

The purpose of the Campus Suicide Prevention program is to provide funding to support grants to institutions of higher education to enhance services for students with mental and behavioral health problems, such as depression, substance abuse and suicide attempts, which can lead to school failure.

Eligibility is limited to institutions of higher education.  Both public and private institutions may apply, including State universities, private four-year colleges and universities (including those with religious affiliations), minority serving institutions, and community colleges.

TA Center for Mental Health Promotion And Youth Violence Prevention

The TA Center for Mental Health Promotion and Youth Violence Prevention will support the federally funded Safe Schools/Healthy Students (SS/HS), Youth Violence Prevention (YVP), and Targeted Capacity Expansion: Prevention and Early Intervention (TCE) grant programs. The TA Center will provide an array of technical assistance services that will improve the effectiveness, efficiency and sustainability of projects in the three grant programs.

Eligibility is limited to domestic public and non-profit entities. For example, State and local governments, federally recognized American Indian/Alaska Native tribes and tribal organizations, urban Indian organizations, public or private universities and colleges, and community- and faith-based organizations may apply.

Comprehensive Community Mental Health Services for Children and Their Families Program (CMHI)

The purpose of these 6-year cooperative agreements is to support public entities in developing integrated home and community-based services and supports for children and youth with serious emotional disturbances and their families by encouraging the development and expansion of effective and enduring systems of care. Increasing non-Federal matching dollars are required.

Eligibility is statutorily limited to public entities such as: State governments; Indian tribes or tribal organizations (as defined in Section 4 [b] and Section 4 [c] of the Indian Self-Determination and Education Assistance Act); Governmental units within political subdivisions of a State, such as a county, city or town; District of Columbia government; and governments of the Territories of Guam, Commonwealth of Puerto Rico, Northern Mariana Islands, Virgin Islands, American Samoa, and Trust Territory of the Pacific Islands (now Palau, Micronesia, and the Marshall Islands).

Opioid Treatment Program (OTP) Accreditation

Award amount varies based on the number of surveys conducted by the SAMHSA-approved accreditation body.  Current awards range from $37,400 -$1 million.

The purpose of the (OTP) Accreditation grants is to reduce the costs of basic accreditation education and accreditation/reaccreditation surveys (site visits) for OTPs participating in the accreditation process pursuant to Title 42 of the Code of Federal Regulations Part 8 (42 CFR Part 8).

Eligibility is limited to SAMHSA-approved accreditation bodies.

State Screening, Brief Intervention,
Referral and Treatment (SBIRT)

The purpose of State SBIRT is to expand the State’s continuum of care to include screening, brief intervention, referral, and brief treatment (SBIRT) in general medical and other community settings (e.g., community health centers, nursing homes, schools and student assistance programs, occupational health clinics, hospitals, emergency departments) to support clinically appropriate services for persons at risk for or diagnosed with a substance use disorder (i.e., substance abuse or dependence), and identify systems and policy changes to increase access to treatment in generalist and specialist settings.

Eligibility is limited to the immediate office of the Chief Executive (e.g., Governor) in the States, Territories, District of Columbia, or the head of an American Indian/Alaska Native tribe or tribal organization.  States/tribes that have received SBIRT cooperative agreements in the past are not eligible.

Medical School Residency Program SBIRT

Special Programs SBIRT

The purpose of  Special Programs SBIRT is to implement screening, brief intervention, referral, and brief treatment (SBIRT) in medical clinics (e.g., school health care clinics,  HIV clinics, federally qualified health clinics), secondary school drug testing programs, tribes and tribal organizations. This program supports clinically appropriate services for patients seeking care in special settings who are at risk for or diagnosed with substance use disorders.    

Eligible applicants are non-profit medical clinics, school systems with health care clinics, HIV clinics, federally qualified health clinics, school systems that perform drug testing in secondary schools, tribes and tribal organizations.

Substance Abuse, HIV, & Hepatitis Prevention for Minority Populations in Communities of Color

The purpose of the Substance Abuse, HIV, and Hepatitis Prevention for Minority Populations in Communities of Color program is to engage community-level domestic public and private non-profit entities to prevent and reduce the onset of substance abuse and transmission of HIV and hepatitis among minority populations in communities of color disproportionately affected by substance abuse, HIV/AIDS and/or hepatitis.

Eligible applicants are community-level domestic public and private nonprofit entities. For example non-profit community-based organizations, faith-based organizations, colleges and universities, health care delivery organizations, local governments, tribal governments, tribal organizations, and tribal urban Indian entities are eligible to apply. State and national organizations are not eligible.
