The Union filed exceptions to the Arbitrator's award. The Authority denied the Union's exceptions. The Authority found that the Arbitrator did not exceed her Authority; the award was not deficient as inconsistent with a memorandum issued by the General Counsel; the award did not fail to draw its essence from the Agreement; and the award was not based on a nonfact.
