This case concerned the negotiability of one proposal relating to personally owned firearms of civilian police officers. The Authority concluded that the proposal was outside the duty to bargain, and dismissed the petition for review. The Authority noted that the proposal was outside the duty to bargain because it did not concern bargaining unit employees' conditions of employment.
