The Department of the Interior
has established a training policy for all new supervisors. The US
Fish & Wildlife Service has addressed this policy by developing
the Supervisory Skills Development Program (SSDP). This training
program is intended to help new supervisors become more effective
while meeting the requirements outlined in the policy.
The Policy
The policy identifies a
number of topics that are essential to new supervisors. Objectives
stating what a supervisor should be able to do have been identified
for each topic. The topics are divided into two phases:
- Phase I includes a minimum
of 40-hours of basic training in human resources management, equal
employment opportunity, diversity, and ethics. In the FWS, new
supervisors are required to complete Phase I during the first six
months of the initial one year supervisory probationary period.
- Phase II training supports
development of supervisory leadership skills, with a goal of 40
hours of training during the second year of service in a supervisory
position. The SSDP identifies a number of Phase II topics in which
new supervisors should be able to demonstrate competency. Specific
Phase II training should be based on individual need as identified
on the Individualized Development Plan (IDP) per Service Policy 230
FW 4; Supervisory and Managerial Training.
Supervisors no longer on
probation, and who have not received Phase I and II training, are
required to demonstrate competency in all of the Program topics and
address any developmental needs.
The Program
For each topic in Phase
I and Phase II, NCTC provides on-line and/or residential training,
or identifies other available training that teaches required supervisory
skills.

Applied
Supervision
NCTC's course Applied
Supervision meets most of the Phase I requirements. Applied
Supervision is offered approximately every two months at NCTC
and is designed to be taken during the first six months of the
supervisory probationary period.
Please note, there are a
number of prerequisites for attending Applied Supervision that
are Phase I requirements.
The prerequisite
training modules and course pre-work MUST be completed by specified
due dates.
