The purpose of this amendment is to provide additional clarification on application submission. Applicants are to submit their applications directly through Grants.gov. Unlike previous years, there is no requirement to submit applications through state energy offices, however, there are no restrictions prohibiting state energy offices or other state agencies from participating as the prime applicant or a team member.

Amendment 003 (Posted 5/30/2006)
The purpose of this amendment is to:
  1. provide additional clarification on Energy Policy Act recognized alternative fuels that are eligible for funding under this announcement for Areas of Interest 1 and 2 (refer to page 6 below under PART I FUNDING OPPORTUNITY DESCRIPTION, B. BACKGROUNDINFORMATION);
  2. provide additional clarification on Area of Interest 2 to indicate that hybrid electric vehicles that are powered by engines using conventional petroleum fuels (such as gasoline and diesel fuel derived from crude oil) like most hybrids commercially available today are not eligible for funding (see second paragraph [page 9 below] under PART I FUNDING OPPORTUNITY DESCRIPTION, D. AREAS OF INTEREST, Area of Interest 2: Incremental Cost of Alternative Fuel Vehicles);
  3. provide a reminder to applicants about the required registration process described on page 2 of this announcement;
  4. make notice that June 8, 2006 at 4:00 PM Eastern time is the deadline for the submittal of questions regarding the content of funding opportunity announcement (for questions relating to the Grants.gov registration process, system requirements, how an application form works, or the submittal process must be directed to Grants.gov at 1-800-518-4726 or support@grants.gov); and
  5. make notice that the Application Due Date has been extended to June 13, 2006 at 4:00 PM Eastern Time to accommodate applicants with additional time to respond to the
    announcement due to the number of inquiries and subsequent clarifications and

Amendment 001 (Posted November 23, 2005)
THE PURPOSE OF THIS AMENDMENT IS AS FOLLOWS:
1) In the preparation instructions of this RFP (Section L), the following note applies to all instructions concerning font size and spacing: "Figures and tables are considered exempt from the font size and spacing restrictions, but must be legible. Figures and tables are still considered to be within the page restriction limit".
2) In Section L. 18, the instructions for File 4, Small Business Subcontracting Plan are deleted in their entirety and replaced with the following.
"Because the subcontracting opportunities are not known at this time, the Offer or shall provide an approach to developing the subcontracting plan, not the plan itself. Specific goals will be negotiated annually after award when subcontracting opportunities are identified".
3) In Section L. 19,  under the instructions for File 2, the following sentence is inserted after the sentence "A copy of the formal constitution and by-laws for operation of the consortium shall be included". - The constitution and by-laws may be included as an attachment or annex to the technical narrative and will not be counted as part of the 60-page limit.
Amendment 002 (Posted December 6, 2005)
THE PURPOSE OF THIS AMENDMENT IS AS FOLLOWS:
1) The due date for submission of proposals is hereby extended from Not later than 7:30 PM Eastern Time on January 9, 2006 until Not later than 7:30 PM Eastern time on February 2, 2006.
2) It is hereby requested that potential applicants complete the attached Intention to propose certification and return to the attention of Martin Byrnes at byrnes@netl.doe.gov no later than January 3, 2006.
