Intermediate Care Facility - Program Plan Home Page

Intermediate Care Facilities (ICF) are health facilities licensed by the Licensing and Certification Division of the California Department of Public Health to provide 24-hour-per-day services. The following provides information for developing a program plan for these facilities types.

  • ICF/DD-H - Intermediate Care Facility for the Developmentally Disabled-Habilitative
  • ICF/DD-N - Intermediate Care Facility for the Developmentally Disabled-Nursing

Title 22, California Code of Regulations, requires that a facility Program Plan be submitted to the Department of Developmental Services for review and approval prior to California Department of Public Health issuing a license to operate.

Opening a small community-based health facility for the developmentally disabled is a complicated process. Every prospective provider must work with many agencies during the facility development.

To determine if there is a need for the type of facility you want to open, contact the Regional Center Resource Developer in your catchment area. You may need to adjust your plans and services to meet the needs identified by the regional center.
