EXECUTIVE SUMMARY

Written by the Joint Precision Optics Technical Group (Army, Navy, Air Force, and the Department of Commerce/Bureau of Export Administration) chartered under the Joint Logistics Commanders, this report assessed the precision optics industry based on surveys of U.S. producers. It found a shortfall in domestic production capacity to meet mobilization requirements and concluded that this shortfall presents a threat to national security in times of emergency. Concern was also expressed about the continued availability of optical glass. The report concluded that the underlying cause of the shortfall was the lack of international competitiveness on the part of U.S. firms and recommends that procurement of certain items be restricted to domestic companies in order to maintain a mobilization base.
