Project Goals

  • To provide a coordinated, global view of major IDMS developments.
  • To ensure U.S. interests in IDMS developments and work are represented in key meetings and conferences in the international arena.
  • To further global interoperability of IDMSs.

Background

Many efforts to make identity management systems interoperable across national borders are underway. The European Union has a deadline of 2010 for having cross-border interoperable identification cards for citizens under the 2005 Manchester Ministerial Directive, for instance. The Porvoo Group, the Asian Identification Card Forum, the Organisation for Economic Cooperation and Development, the International Telecommunication Union, and others are all considering the implications and usefulness of and ways to proceed towards global interoperability of identity management systems.

Bringing information together to provide a "big picture" view of activities and developments at the global level is the main activity of this project.

This project also looks at how NIST may help overcome obstacles to global interoperability of IDMSs.

Activities

Activity 1 - International Representation and Information Coordination

Represent USG as needed in international organizations, such as the OECD and the Porvoo Group. Facilitate coordination of information and activities within NIST and between U.S. Federal agencies that participate in IdM-related organizations.

Activity 2 - IdM Interoperability Business Model

Attempt to develop a business model for global interoperability of IDMS. Consider questions such as "Other than 'because we can,' why should we work towards global interoperbility?"

Activity 3 - Global Large-Scale IDMSs Landscape

Compose a "landscape" of what national level IDMSs are being developed or are in use currently. This task will identify commonalities and differences in how the technology is configured and implemented, as well as how data is treated legally by each nation included in the landscape.

Activity 4 -Identification Trust Scoring Matrix

Begin to consider factors that would go into a “trust scoring” matrix for identification credentials from around the world.
