North American Product Classification System

Introduction

Due to resource or other differences across the three countries, 3 of the 102 NAPCS lists were developed at the US-only level. The links in this section of the NAPCS Home Page present these US-only product lists, in either PDF or Excel file format. Due to time and resource constraints, the 533 and 551 product lists were never developed at the trilateral level, although there are intentions to do so at a later date. The products shown in the 533 list were used to develop product questionnaires for US industry 533110: Lessors of Nonfinancial Intangible Assets (except copyrighted works) and those in the 551 list were used to develop product questionnaires for the US industries in NAICS industry 55111: Management of Companies and Enterprise.

The product list for 621-2 (ex. 6212, 6, and 9) in the links was used to develop product questionnaires for US health service industries in NAICS industry groups 6211, 6213, 6214, 6215, and subsector 622. This list has been developed as a US-only list due to differences across the three countries in (a) health care insurance systems, (b) the extent of population covered by those systems, (c) data reporting requirements of health insurers, and (d) the version of the World Health Organization's International Classification of Diseases used by health practitioners in the three countries; Canada and Mexico appear generally to code to the ICD-10, while those in the US code to the ICD-9. As a result of the foregoing, there are important differences in the record keeping practices and data reporting capabilities of health care providers across the three countries. So, while the US determined that it was not only feasible but also very important to organize and collect the output of medical services products broken down by disease category, Canada and Mexico determined that this approach was not feasible in their countries.

The US list is organized at the top level into 21 disease categories derived from the International Classification of Diseases, Ninth Revision (ICD-9. Under each disease category, the US list identifies the following 8 types of detailed products:

By contrast, Canada and Mexico do not organize the products in their joint list at the top level by disease category. Rather, their top-level products correspond to the detailed products 1 - 7 above, but without regard to the disease category each service was provided for.

On the 2007 Economic Census forms for 621-2 (except 6212, 6, 9) industries, only 18 disease categories appear as products (some of 21 disease categories shown in the list were consolidated) and none of the detailed products. These products appear as "Diagnosis and treatment of disease category X", and the revenue requested for each embodies the total revenue earned across all the detailed products 1-8 supplied in diagnosing and treating each disease category. However, using supplementary data collected through Special Inquiries on the 2007 Economic Census, the US anticipates it will be able not only to publish product data aggregated across disease categories for products 1 - 8 but also to publish data for products comparable to those published by Canada and Mexico.
