Bobby Brunoe, Bend

Bobby is the general manager of the Natural Resources Branch of the Confederated Tribes of the Warm Springs. Previously, he has served as natural resources general manager, hydropower review coordinator, and range and agriculture program manager. Bobby has also served on the Crook and Deschutes county watershed councils, Deschutes Basin Land Trust Board of Directors, the Oregon Fisheries Advisory Group, and the Oregon Water Trust Board of Directors. He was educated at Holden, Hamilton and Roberts Sound Recording School in Seattle and at Mt. Hood Community College.
 
Dan Carver, Maupin

Dan owns and operates the Imperial Stock Ranch. He said he serves on the board in order to “help make decisions that will enhance natural resources and aid the sustainability of rural Oregon.”  In the past, Dan has been involved with the Wasco County Soil and Water Conservation District and with OWEB-funded watershed partnerships in Buck Hollow and Bakeoven. Currently, Dan serves on the Oregon Board of Agriculture board and chairs the marketing committee. He has been involved in several direct marketing endeavors and frequently supports charity events. Dan holds a bachelor’s degree from Oregon State University.
 
Daniel Heagerty, Co-Chair, Portland

Daniel is the chief strategic office at David Evans Enterprises, Inc. His strong interest in watershed health and community stewardship causes him to serve on the board. Daniel has long been active in natural resource and river basin management issues, having worked on endangered species, water rights and water resource management throughout the West. He also serves on the board of trustees at the Illahee Institute for the Northwest and the advisory board at the Oregon Zoo. He received a bachelor’s degree from Evergreen State College and undertook post-graduate studies at Portland State University and Northwestern School of Law.
 
Skip Klarquist, Portland

Skip is a shareholder at Zalutsky & Klarquist, P.C., Attorneys at Law. Since he is involved with both OWEB and the Fish and Wildlife Commission, Skip said, “one of my chief desires is to see that the two agencies are able…to work closely together.”  He also serves on the board of the Oregon Wildlife Heritage Foundation. Skip received his bachelor’s degree from Princeton and his law degree from the University of Oregon School of Law.
 
Jim Nakano, Ontario

Jim is a Malheur County commissioner. He serves on the OWEB board because he is interested in natural resources. Since 1995, Jim has been a member of the Malheur Watershed Council. He has worked with the Department of Environmental Quality, Natural Resources Conservation Service, Oregon Department of Agriculture, and Bureau of Land Management on watershed issues. He also served on the Oregon Water Resources Commission. Jim attended the Oregon Institute of Technology and served in the U.S. Army.
 
Jennifer Phillippi, Cave Junction

Jennifer is Business Manager of Rough & Ready Lumber Company.  She is also President of Perpetua Forests Company, and is a third-generation family sawmill owner and forest landowner.  Phillippi served as a core stakeholder in the development of the Board of Forestry's strategic plan, the 2003 Forestry Program for Oregon, a public process about which she says she was "heartened to see a thoughtful and balanced attitude towards an issue that in other settings often becomes politically divisive with ineffective results," Phillippi views the current Oregon Forest Practices Rules as both "productive and flexible, allowing landowners to respond to the conditions of different forest types while also accommodating diverse individual objectives.  Having grown up in a rural, forested area, she has a particularly close connection to the woods.
 
Patricia Smith, Bend

Patricia co-owns William Smith Properties with her husband, Bill. She said that she serves on the OWEB board because of the “chance to be involved in making good decisions for the future of Oregon and its natural resources.”  She also has served on the Oregon Public Broadcasting board, the Oregon Health and Sciences University board, and the Oregon Board of Medical Examiners. Patricia received a bachelor’s degree at Gonzaga University, where she serves on the board of regents.
 
Diane Snyder, Co-Chair, Joseph

A fourth generation resident of Wallowa County, Diane describes herself as a woman of passion for her family, for her community and for their environment. "I'm proud to be part of an organization that is deploying resources to address issues of ecosystem health, while supporting the jobs of those doing the work." She serves as Vice President-Community Development for the US Endowment for Forestry and Communities, a national organization created by the Softwood Lumber Agreement and charged with funding meritious initiatives nationally that promote sustainable forestry and community development in forest reliant communities. Diane grew up in ranching and managed her own herd on the family ranch for nearly 20 years. She has extensive experience in land use planning, community development, public mediation, and state and local government. She serves on numerous local, regional and state boards.
 
Dan Thorndike, Ashland

Dan is general counsel and corporate secretary-treasurer for Medford Fabrication. He said he serves on the OWEB board because he is “a life-long Oregonian who has enjoyed the benefits of growing up in a beautiful place, and I want the same for my daughters.”  He chairs the Water Resources Commission. As a private attorney, Dan has had experience with numerous water-related matters. He has a bachelor’s degree from Colorado College and a law degree from the University of Washington School of Law.
 
Helen Westbrook, Astoria

Having served as co-chair of the Cannon Beach Energy Committee, Helen now advises a newly-formed nonprofit organization that supports the Haystack Rock Awareness Program. She also has served as a Clatsop County commissioner. Helen said she has “a strong interest in the economic, environmental, aesthetic and recreational values of our watersheds.”  She has experience with group process, decision-making, and legislation at the city, county and state levels. She holds a bachelor’s degree from the University of Oregon.
 
Ken Williamson, Corvallis
Environmental Quality Commission Representative

Ken heads the School of Chemical, Biological, and Environmental Engineering at Oregon State University. Having received his doctorate from Stanford University, he previously served as director of the Oregon Water Resources Research Institute and as director of the Center for Water and Environmental Sustainability at OSU. He has conducted more than $7 million of environmentally related research. Ken’s interest in watershed restoration motivates him to serve on the board.

Miles Brown, Portland

Miles serves as the branch chief for rangeland resources, recreation and wilderness for the Oregon/Washington BLM Office. He said he finds OWEB Board membership satisfying because it gives him opportunities beyond his official position to collaborate with other natural resource agencies and dedicated members of the public to support projects that enhance Oregon's watersheds and local communities. He brings 30 years of experience working at the local level on management plans and resource improvement projects in Arizona, New Mexico and Oregon. He received a bachelor’s degree in range management from the University of Arizona in 1980.

James E. Johnson, Corvallis
Representative of OSU Extension Administration

James E. Johnson is the associate dean for Extended Education and International Programs in the College of Forestry at Oregon State University. He holds a bachelor’s degree in forest watershed management from Colorado State University, a master’s in forestry from the University of Maine, and a doctorate in forestry from Virginia Tech.
 
A specialist in silviculture, forest soils, and extension forestry, Johnson has produced 198 publications, including a book. Among his 19 national and regional awards, he received a national award from the Society of American Foresters, of which he is a fellow.
 

Meta Loftsgaarden, Portland
Natural Resources Conservation Service Representative

As the partnership liaison for the Natural Resources Conservation Service, Meta said she is “very interested in partnership approaches to solving watershed resource challenges locally.”  She has a goal “to ensure that our resources work as leverage for each other wherever possible and appropriate.” She obtained a degree in agriculture extension and communications from Montana State University. Meta has held a variety of business development, marketing and communications positions with NRCS, the Montana Governor’s Office, the Montana Department of Agriculture and the Montana Stockgrowers Association.
 
Dave Powers, Portland
U.S. Environmental Protection Agency Representative

At EPA, Dave serves as the regional manager for forests and rangelands. He has experience with watershed councils and with natural resource issues at the local, state, national, and international levels. He has been involved with grants, monitoring, watershed assessment, education, forest planning, forest practices, fisheries work, and restoration projects. Dave’s personal and professional commitment to watershed protection and restoration led him to serve on the board. He holds a bachelor’s degree in natural resources from Humboldt State University and a master’s of public administration from George Washington University.

Kim Kratz
National Marine Fisheries Service Representative
 
Kim Kratz is currently the Acting Director of the Oregon State Habitat Office, Habitat Conservation Division, National Marine Fisheries Service. He graduated from the University of Montana, Missoula and received a PhD in Ecology, Evolution and Marine Biology from the University of California, Santa Barbara. He enjoys backpacking and skiing with his family.
