About us

The Statewide Viral Hepatitis Planning Group (SVHPG) was formed to address the following mandate from the Oregon State Legislature:
By January 2005, the Department of Human Services is to design a plan for statewide education efforts concerning Hepatitis C, and for prevention and management of the disease. In developing the plan, the Department shall consult with the public, patient groups and organizations, state agencies, service providers and suppliers, local public health departments, public health and clinical laboratories, research scientists, health care associations and others involved with Hepatitis C.

The first meeting was held January 26 in the Portland State Office Building. See the timeline (PDF 70K) for more information on the planning process.

Oregon's statewide hepatitis C plan was published in January 2005. (.pdf)

Hepatitis Advisory Group

Oregon Hepatitis Advisory Group (HAG)

In February of 2005 the Oregon State Legislature approved the Oregon Hepatitis C Strategic Plan. Statewide Viral Hepatitis Planning Group members, representing each of the five task group committees, were recruited for the Hepatitis Advisory Group during March and April 2005.

In June 2005 the participants were identified and the first HAG meeting occurred. Several HAG meetings have occurred since this time and the group’s efforts have focused on developing strategies for the implementation of the Education task area of the strategic plan.

Education efforts will provide the foundation for the implementation of the other task areas within the plan including: Management, Prevention, Surveillance, and Policy Development. Thus far ad-hoc committees have been developed with the leadership of a HAG member and are synthesizing and reviewing all public and private domain HCV educational materials targeted toward six-education target groups identified in the strategic plan:

  • Target Group 1: Corrections Staff, Social Workers/Addiction Counselors, Alcohol and Drug Treatment Center (inpatient and outpatient), Behavioral/Mental Health Providers, and Health Care Workers
  • Target Group 2: Persons at risk for contracting HCV (persons who engage in high risk behaviors, persons who are incarcerated and homeless persons) .
  • Target Group 3: Persons who are currently HCV positive.
  • Target Group 4: General adult population in Oregon
  • Target Group 5: Children and youth engaged in school systems, school teachers (K-12).
  • Target Group 6: Policy makers, members of Oregon Legislature as well as City and County Council Members, and LHD Administrators.
