Employer Outreach

The Coordination of Benefits (COB) Contractor is available to address large groups of employers to fully explain Medicare Secondary Payer (MSP) and the Voluntary Data Sharing Agreement (VDSA) program. Representatives of the COB Contractor and the Centers for Medicare & Medicaid Services (CMS) will provide educational sessions regarding the Internal Revenue Service (IRS)/Social Security Administration (SSA)/CMS Data Match program, the Voluntary Data Sharing Agreement (VDSA) program, and MSP and the COB Contractor's role in the MSP process. Employer group presentations will detail the following topics:

IRS/SSA/CMS Data Match Program - Information on the background, law, and operational issues will be provided. This will include how to complete the Data Match questionnaire, how to simplify the Data Match process through the Bulletin Board System (BBS) and the Electronic Media Questionnaire (EMQ) solution, and how a VDSA can simplify the reporting process.

Voluntary Data Sharing Agreement Program - Details the VDSA process including VDSA language, data protocols, and timelines. Information is also provided on the Beneficiary Automated Status and Inquiry System (BASIS), which is a Web-based host used by employers enrolled in a VDSA to request and review Medicare entitlement information.

Medicare Secondary Payer Questionnaires and the COB Contractor's Role - Information on the Initial Enrollment Questionnaire (IEQ) and MSP Claims Development questionnaires will be provided to familiarize employers with the importance of these forms. The presentation will also include the COB Contractor's role in the MSP process.

A COB presentation can be beneficial for all company members. You may find special value in including a COB Contractor presentation as part of a company-sponsored pre-retirement seminar.
