NINDS ADMINISTRATIVE SUPPLEMENTS FOR THE SHARING AND DISTRIBUTION OF 
MOUSE GENETIC MODELS

The National Institute of Neurological Disorders and Stroke (NINDS) 
announces the reissue of an administrative supplement program designed 
to support and encourage the timely sharing of mouse genetic models (or 
other rodent genetic lines) included within the scope of currently 
funded NINDS research projects.  The sharing of data, biomaterials and 
other unique research resources such as genetically modified mouse 
strains is an essential element in the rapid progress that has been 
made in the genetic analysis of neurological disorders and complex 
behavioral traits (also refer to 
http://grants.nih.gov/grants/guide/notice-files/NOT-OD-02-035.html).  
Unimpeded access to these valuable resources not only benefits the 
scientific community as a whole, but also avoids unnecessary 
duplication of expensive efforts to generate mouse models with targeted 
genetic changes.  This supplemental funding initiative is issued in 
response to the NIH Grants Policy Statement requiring investigators to 
provide prompt and effective access to unique research resources 
generated by NIH funds 
(http://grants.nih.gov/grants/policy/nihgps_2001/) and the NINDS 
Strategic Plan to supplement the costs of distributing these resources 
(http://www.ninds.nih.gov/about_ninds/plans/strategic_plan.htm - 
Infrastructure).  These one-time supplements are intended to assist the 
donor laboratory with the costs of distributing mouse genetic lines to 
other investigators in the scientific community.  The costs associated 
with creating, acquiring and/or characterizing these mouse models (by 
either the mouse donor or recipient laboratory) are not within the 
scope of this program.  

Principal Investigators (PIs) with NINDS funded Research Project (R01), 
Research Project - Cooperative Agreement (U01), Research Program 
Project (P01), Specialized Center (P50) and Specialized Center – 
Cooperative Agreement (U54) grants are eligible to apply; for P01, P50 
and U54 multi-project grants, the overall project PI must submit the 
request for a supplement.  To be eligible, the donor's NINDS-funded 
project must have at least one year of funding remaining on the parent 
grant at the time of receipt of the supplement application (a no-cost 
extension beyond that date does not confer eligibility; see below for 
specific dates).  Allowable expenses include estimated shipping and 
handling costs, veterinary costs and serology testing involved in the 
process of distributing the mice, and the portion of breeding, 
genotyping, personnel and animal housing costs required to maintain the 
colony explicitly for the purposes of sharing.  The PI may not 
additionally charge the recipient's laboratory for any of these 
budgeted expenses.

Application Procedures:  Send the original and 5 copies of the complete 
supplement application to Dr. Danilo Tagle (see below) by one of the 
two receipt deadlines listed below.  The request for the supplemental 
award MUST include the following:

1.  An ORIGINAL completed face page (not the face page of the parent 
grant), including appropriate signatures, from Grant Application Form 
PHS 398 (updated 9/09/03; http://grants.nih.gov/grants/forms.htm).  
Include the title and grant number of the parent grant on line 1 and 
enter "NOT-NS-04-009" (Number) and "NINDS Administrative Supplements 
for the Sharing and Distribution of Mouse Genetic Models" (Title) on 
line 2.  Document the approval from the Institutional Animal Care and 
Use Committee (IACUC) on the included mouse strain(s) in section 5 of 
the face page.
2.  An itemized budget entered on the budget pages from Grant 
Application Form PHS 398; although the awarded budgets will be modular, 
applicants should provide a budget justification that details the 
budget items requested including Facilities and Administrative costs 
(see Budget Information below).
3.  A description of how the mouse model(s) relates to the scope and 
Specific Aims of the parent grant (maximum 2 pages).
4.  An updated NIH-formatted Biographical Sketch of the PI, if revised 
since original submission of the parent grant.
5.  A description of the mouse strain(s) and documentation of 
anticipated demand (see Review Criteria below; maximum 5 pages).
6.  A copy of the Material Transfer Agreement (MTA) form, if any are to 
be used, governing transfer of the mouse line(s) from the donor's 
institution to recipient institutions (e.g., the Simple Letter 
Agreement (SLA) or UBMTA).  In addition, explain any additional 
restrictions in the Animal Transfer Agreement governing transfer of the 
mice from donor to the recipient laboratory beyond what is included in 
a standard NIH Animal Transfer Agreement (see 
http://oacu.od.nih.gov/ARAC/transfer.htm).
 
Budget information:  These one-time supplements will be awarded as 
TOTAL COSTS (includes both Direct Costs AND Facilities and 
Administrative costs) in modular amounts of $10,000, with a maximum 
request of $50,000 for R01 or U01 grants and $100,000 for P01, P50 or 
U54 grants.  Any Facilities and Administrative (F&A) Costs should be 
included in the modular request and may not be added to it.  The NINDS 
will commit $500,000 (Total Costs) in FY05 fund applications for 
supplements submitted in response to this Notice.

Review Criteria:  Applications will be reviewed administratively, and 
it is expected that the notice of award will be issued within 
approximately three months of the receipt deadline.  All funding 
decisions are final and are not subject to appeal.  Applicants should 
provide the following information for consideration in review: 

1.  A brief description of the mouse model including information 
pertinent to the genotype (e.g., targeting constructs, background 
strain, etc.) and phenotype of the mouse strain(s); list any relevant 
publications describing the construction, genotype, phenotype, etc. of 
the mouse strain(s).
2.  A description of the value of the mouse model to the neuroscience 
community with regard to its role in elucidating mechanisms of 
neurological function or disease.
3.  Evidence of the demand for the mouse strain(s) during the past 
year, including the names of all previous requestors, their 
institution, the date of the request, the specific mouse strain 
requested and the reason for the request (include whether the request 
involved an independent line of research by the requestor or a 
collaboration with the PI).  Indicate whether or not the requested mice 
were sent out and, if so, how many, and the specific nature of the 
expenses involved in distributing the mice in the past year (please 
note, however, that the supplement itself is not intended to be 
retroactive for expenses incurred in the past year).
4.  A description of the viability and breeding potential of the mouse 
line(s). 
5.  Justification and documentation of the requested budget for future 
anticipated expenses.
6.  A description of how the requests for mouse shipments will be 
prioritized, in the event that demand exceeds the allocated funds.

Acceptance of a supplemental award under this announcement requires the 
following:  

1.  Consent to include information and other relevant data on the mouse 
model (supplied by the PI) in an NINDS-or NIH-supported web database of 
mouse genetic models, if requested by the NINDS. 
2.  Consent, to the extent not already provided, to distribute the 
mouse model(s) through a national public repository (e.g., 
http://www.jax.org/; http://www.mmrrc.org/), as applicable and 
requested by the NINDS.
3.  A brief progress report listing all requests and shipments of the 
mouse line(s) during the supplement funding period.  Include recipient 
investigator and institution, date of the request, nature of the 
request (include whether the request/shipment involved an independent 
line of research by the requestor or a collaboration with the PI), date 
of shipment and number of mice shipped, actual costs of the 
distribution, and any problems encountered in the process of 
disseminating the mice.  This should be included with the progress 
report of the parent grant, following the conclusion of the 
supplemental award.   

Receipt Dates:  There are two receipt dates for this supplemental 
program.  
The parent grant must have at least one year of funding remaining at 
the time of supplement application, as indicated by the Project Period 
End Date of the parent grant (see below).
