Description: STATE OF RHODE ISLAND In 1994, the Office of Substance Abuse in Rhode Island was elevated to full Department status by a Legislative Act introduced and signed by the Governor. The new Department of Health is working very closely with providers and the business coalition to encourage workplace initiatives. Several providers in the mental health and substance abuse field offer EAP services as well as some private corporations that offer only EAP services.
