Benchmark Rate Study Summary Report March 2007
The Health Services Commission of the Department of Administrative Services' Office for Oregon Health Policy and Research, as directed by ORS 414.741(4), has completed their biennial Benchmark Rate Study.  This report shows the per capita rates necessary to reimburse prepaid managed care health services organizations and fee-for-service providers for the cost of providing health services for the Oregon Health Plan (OHP) for the 2007-09 biennium.
 
The Commission retained an actuary, Mercer Government Human Services Consulting, to develop the benchmark rates reflected in the enclosed report. In addition, the Commission received advice from a committee of stakeholders representing hospitals, physicians, pharmacists, mental health and chemical dependency providers, durable medical equipment providers, dentists, home health providers and fully capitated health plans.

We hope that you will find this information useful in comparing reimbursement rates against the cost of providing care in the OHP program and in examining the relative equity of payment as it compares to cost across the various provider groups.
