Oakville, Iowa, June 27, 2008 -- Sandbags remain piled on top of the Iowa River levee. Local residents, friends, family and volunteers pitched in to try and keep the river from breaching the levee. But in the end their efforts were unsuccessful and the river broke through. Susie Shapira/FEMA
