CDER Policy:

 

VALID VALUES. It is in the Center's interest to restrict the number of sets of valid values for each data element, even though there may be multiple sets of valid values specified in the Federal Information Processing Standards (FIPS), or at the Agency level. An example of this is the set of numeric values coexisting with the set of alphabetic values for the FIPS postal state codes (CDER recognizes only the alphabetic set of values in this case). When multiple sets of values exist, the selection of only one set of valid values for the Center will be a function of the CDER Nomenclature Standards Committee.
