Federal Energy Management Project Assistance

NREL's Federal Energy Management Program (FEMP) team has the expertise to identify and implement cost-effective, energy-efficient, water-efficient and renewable systems in buildings and facilities. As the field application arm of NREL, FEMP is able to bring a full range of renewable and sustainable technologies from the research and development stage into the marketplace.

We have developed modeling and tools to assess renewable energy opportunities, and we have technical and financing knowledge to assist clients in moving a project from the idea stage to implementation.

We have a unique knowledge of key market segments and the importance of collaborating with stakeholders to transfer knowledge and inform policy and market decisions. Our primary market is the federal sector, although our skill sets are directly transferable to serving other public- and private-sector markets as well. 

We provide a variety of services that can be tailored to meet specific needs, from project concept to completion as well as helping our customers anticipate and overcome obstacles to success before they become major roadblocks. We have helped our project partners find good solutions to challenges involving legal and contractual issues, technical concerns, financial and budget arrangements, and obtaining management support.

The NREL FEMP team has expertise in both demand- and supply-side energy technologies including:
Supply Side

  1. Wind
  2. Solar (photovoltaics, concentrating solar power, solar buildings, solar ventilation preheating, solar hot water heating)
  3. Biomass
  4. Distributed Energy (distribution and interconnection)

Demand Side

  1. Building Technologies (low-energy, high performance and sustainable building design, zero net energy buildings, and high performing low energy laboratories)
  2. Energy and water audits
  3. Leadership in Energy and Environmental Design (LEED)-certified projects
  4. Monitoring system performance
  5. Green power purchasing

FEMP's primary capabilities help take a project from concept to implementation, beginning with strategic planning. Next, FEMP offer various types of screening (site-specific or large-scale) for renewable energy, efficiency, and water-conservation project opportunities. The bulk of our work focuses on project technical and financing assistance. Throughout the process, we offer a number of trainings; and at the end of the project, we can perform monitoring, verification, and documentation in the form of case studies or lessons learned.
