Definitions:

Very-Low Income (VLI) Households are households with income less than 50 percent of HUD Area Median Family Income (HAMFI). HAMFI is based on the median income for a metropolitan area or county and is adjusted up for household sizes greater than 4 and down for household sizes less than 4.

Households with Critical Housing Needs based on Census 2000 data are households with one or more of the following problems: without complete kitchen, without complete plumbing, overcrowded (more than 1.01 persons per room), severe housing cost burden (paying more than 50 percent of ones income toward housing).

Scope and Methodology: These data were derived from answers to questions included on the census long form. Roughly one in every six households received this sample questionnaire. These data are estimates and are subject to sampling variability and confidentiality algorithms. In addition, census special tabulation data are subject to rounding rules that result in universe totals not exactly matching standard census tabulations. The Comprehensive Housing Affordability Strategy (CHAS)data showing housing problems and the availability of affordable housing are used by HOME and CDBG jurisdictions to prepare their consolidated plans.
