EDITORIAL NOTES

Section (i.e. subsec. (a), Pub.L. 99-570, Title I, 1822(a), Oct. 27, 1986, 100 Stat. 3207-51, made unlawful sale of drug paraphernalia in interstate and foreign commerce, through use of the Postal Service or other interstate conveyance or in importation or exportation of drug paraphernalia. See section 863 of this title.

Section (i.e. subsecs. (b)-(f)), Pub.L. 99-570, Title I, Section 1822(b)- (f), Oct. 27, 1986, 100-Stat. 3207-51; Pub.L. 100-690, Title VI, Section 6485, Nov. 18, 1988, 102 Stat. 4384, were transferred by Pub.L. 101-647, section 2401(b), and appear as subsecs. (b)-(f) of section 863 of this title.

Effective Date. Section 1823 of Pub.L. 99-570, which had provided that: "This subtitle [enacting this section] shall become effective 90 days after the date of enactment of this Act [Oct. 27, 1986]", was repealed by Pub.L. 101-647, Title XXIV, Section 2401(d), Nov. 29, 1990, 104 Stat. 4859.
