Email Acting Commissioner Carlos MarinIn December 2006, President George W. Bush designated Carlos Marin to be United States Commissioner of the International Boundary and Water Commission, United States and Mexico.

Mr. Marin is a licensed professional engineer in the State of Texas. He received his Bachelor's Degree in Civil Engineering from the University of Texas at El Paso in 1978.

Since 1997, Mr. Marin has served in various executive positions at the United States Section of the International Boundary and Water Commission (USIBWC) including Deputy Commissioner/Principal Engineer; Principal Engineer, Operations Department; and Principal Engineer, Treaty Compliance. The position of Principal Engineer is a key technical and policy position provided for by treaty. In this capacity, he has been a principal source of technical, diplomatic, and policy advice to the U.S. Commissioner concerning the agency’s field operations and issues related to the boundary and water treaties between the United States and Mexico. He has overseen the Operations Department which is responsible for operating and maintaining various flood control projects, power plants and reservoirs, wastewater treatment plants, water accounting systems, and hydrographic data collection. He has also served as the Commissioner’s representative in public events and administered and developed agency policies and programs.

Prior to serving on the agency’s executive staff, Mr. Marin held various engineering and management positions at the USIBWC:

  • 1994 - 1997 - Division Engineer, Planning, Project Development and Operations and  Maintenance.  Responsible for all operations and maintenance, design, and planning functions for the agency.
  • 1990 - 1994 - Project Manager, Nuevo Laredo International Wastewater Treatment Plant.  Managed design, construction, and operation and maintenance of a 31 million gallon per day wastewater treatment plant serving the community of Nuevo Laredo, Tamaulipas. Prior to construction of the treatment plant, a total of 25 million gallons of raw sewage per day was discharged directly into the  Rio Grande.
  • 1989 - 1990 - Project Manager, Upper Rio Grande Project. Responsible for flood control and operation and maintenance for the Rio Grande from Percha Dam, New Mexico to Presidio, Texas. Also responsible for water deliveries under the 1906 Convention with Mexico.
  • 1987 - 1989 - Chief, Boundary Section. In charge of all boundary issues between the U.S. and Mexico, including the 1254-mile Rio Grande boundary and 674-mile land boundary.
  • 1979-1987 - Staff Engineer

    Mr. Marin began his career at the United States Bureau of Reclamation where he worked from 1975 to 1979 at offices in El Paso, TX; Denver, CO, and Las Vegas, NV as a civil engineer trainee and as an engineer, working on projects such as the Upper Rio Grande Water Conveyance Project and design and construction of the Pittman Lateral and pump station.
