I find the draft guidelines, particularly the explanation of provisions, to be inappropriately negative about roundabouts. Given that right turn on red traffic rarely stops before executing a turn, sightlines for entry and exiting roundabouts present a more favorable situation than typically signalized intersections. The draft does not discuss stronger provisions for pedestrian safety in crosswalks through enforcement of existing stop and yield provisions. Europe is on the right track, and the sooner we get rid of the Western Rule, the better.
