   On December 8, 1999, the Administrative Law Judge (ALJ) issued a Recommended Decision and Order in this case which arises under the Surface Transportation Assistance Act of 1982 (STAA), 49 U.S.C.A. §31105 (1994). Pursuant to 29 C.F.R. §109(c)(2) (1997), the Board issued a briefing schedule and the parties were invited to submit briefs in support of or in opposition to the ALJ's decision. As neither party submitted briefs, the ALJ's decision will be considered the final administrative order. Accordingly, this case is CLOSED.
