   On November 30, 1999, the Administrative Review Board issued a Final Decision and Order in this case. The decision and its certificate of service contain an erroneous ARB case number. This error was duplicated from the briefing schedule and its certificate of service which was issued on October 22, 1999. The correct ARB case number is 00-002. Other than the ARB case number, all orders issued in this case remain unchanged.
