Assistant Secretary of Commerce Michael J. Garcia today announced that a $15,000 civil penalty has been imposed on Detector Electronics Corporation of Minneapolis, Minnesota. Detector Electronics agreed to the penalty to settle allegations that it illegally exported U.S.-origin ultraviolet fire detection systems to India.
The Department alleged that Detector Electronics Corporation exported the fire detection systems to India without the required Commerce Department licenses on two separate occasions between November 1998 and December 1998. The items were exported to Bharat Heavy Electrical Limited, a company in India that, at the time of the exports, was identified as an end-user for which export licenses were required for all items subject to the Department's regulations.
The Department of Commerce, through its Bureau of Export Administration, administers and enforces export controls for reasons of national security, foreign policy, nonproliferation and short supply. Criminal penalties, as well as administrative sanctions can be imposed for violations of the regulations.
Special agents from Commerce's Chicago Field Office conducted this investigation.
In April of 2002 the Bureau of Export Administration (BXA) changed its name to the Bureau of Industry and Security(BIS). For historical purposes we have not changed the references to BXA in the legacy documents found in the Archived Press and Public Information.
