Export Management Systems (EMS)

The Export Management System (EMS) is a tool that helps companies screen their customers and keep their exports in compliance with the requirements of the Export Administration Regulations (EAR). An EMS is based on a corporate philosophy that says: "Compliance with U.S. export laws and regulations is important to this company." A key objective of an effective EMS is to enable the company to detect and react to information that raises questions about the legitimacy of a customer or transactions. This seminar will show participants how to establish mechanisms within their companies to provide checks and safeguards at key steps in the order processing system.

This half-day program will introduce EMS best practices to individuals with a basic knowledge of export controls but with little or no knowledge of Export Management Systems, as well as provide step-by-step instruction for establishing or improving an existing EMS. Using the Work Book, "How to Develop Internal Controls that Create a Total Export Management System," BIS officials will provide tools to enable you to create a customized EMS for your company. The seminar will provide in-depth explanation of the elements of an export management system including:

• Developing a corporate policy
• Identifying key export control personnel and their responsibilities
• Keeping records in accordance with EAR requirements
• Training personnel in regulatory requirements and compliance procedures
• Reviewing the company's internal process
• Knowing who to contact and when
• Screening for prohibited or suspicious end-uses and end-users.

Violations of the EAR can result in costly penalties and damage your export business. The implementation of an EMS not only protects revenues but also helps to prevent your exports from contributing to activities that may be detrimental to the national security and foreign policy objectives of the United States.

About the Instructors

The instructors are experienced export compliance specialists from BIS's Washington, DC headquarters. The instructors will be available throughout the seminar to answer your questions on how to structure an export management system for your company in order to comply with the Export Administration Regulation.

Ronald Reagan Trade Center, Washington, D.C. Registration will begin at 8:30am. The program will begin at 9:00am and end at 1:00pm.
