'Sampling' allows an accredited Home Energy Rater Provider to qualify a group of new homes to meet ENERGY STAR guidelines based on pre-analysis of building plans and subsequent random testing and inspections of a sample set of the homes as-built.

For builders who have demonstrated an ability to consistently meet the ENERGY STAR guidelines, sampling helps to minimize production interruptions and verification costs, while ensuring that homes meet or exceed the guidelines for qualifying homes as ENERGY STAR. Sampling can be applied when either the performance verification method (HERS Index score) or prescriptive verification method (Builder Option Package) is used.
