Description This is a Joint Industry Project (JIP) with 35 members, to support the development of an Offshore Technology Research Center (OTRC). The OTRC will develop solutions to structural problems that are faced in drilling and production in deep water. Research focuses on the interactions between structures and fluid, materials and the seafloor. As a partner the MMS will receive access to all technology developed at the OTRC.
Progress The present mission of the OTRC emphasizes the hydrodynamic aspects of offshore and deepwater development, and includes seabed soils and composite materials primarily as adjuncts to fixed and floating offshore structures. The present NSF funding for the OTRC expires in 1999. The MMS has received funding in FY ‘99 to supplement the Center in place of funds lost through the NSF grant. The TAR staff met with OTRC in early December to plan the coming year research program based on the MMS contribution to the Center. With regard to new areas of research being considered, items such as improved deepwater process and control systems, reliability and human factors and other deepwater safety concerns will be reviewed.
