The Question...
Category - General
What, EXACTLY, is a 'first tier' and a 'second tier' company. What distinguishes these two?
Is there a term for a company that has not yet qualify as a first or second tier company?

There is an MBE is our area that is sometimes a Prime Contractor and sometimes a first tier
for various contracts - this is the context of my question above. Thank you.
 
 
Our Answer...  
In regards to your question, major buyers (private and public sector) give out their contracts to Primes (which is first Tier) then the primes will sub-contract out to the second tier.
