Office of the Assistant Secretary for Resources and Technology

The mission of the Office of Resources and Technology [DOC - 66k] [PDF - 63k] is to provide advice and guidance to the Secretary on budget, financial management, and information technology, and grants management [PDF - 50.6KB], and to provide for the direction and coordination of these activities throughout the Department.

The Office is headed by the Assistant Secretary for Resources and Technology (ASRT). The ASRT:

  • Is the Department's Chief Financial Officer. By delegation, the ASRT/CFO exercises full Department-wide authority of the Secretary's authorities and responsibilities delineated in the Chief Financial Officers Act of 1990.
  • Manages the Chief Information Officer (CIO) and all functional responsibilities included in the Clinger-Cohen Act.
  • Is responsible for the formulation, analysis and presentation of the HHS Budget submitted to OMB and the Congress.

The ASRT also is responsible for ensuring that HHS continues to make progress in meeting the goals of three of the areas of the President's Management Agenda:

  • expanded electronic government
  • budget and performance integration
  • improved financial management

HHS has already accomplished much in these areas. For example:

  • HHS is leading the government-wide E-Grants initiative, is the managing partner in the Consolidated Health Informatics initiative, and is participating in e-government initiatives being led by other Federal agencies. In FY 2002, HHS developed a five-year Information Technology plan that lays out the Secretary's vision for enterprise architecture, consolidated systems and strong IT security.
  • HHS has made steady progress in increasing the extent to which the HHS performance reports measure outcomes of programs - not just inputs and outputs. The Secretary now has better information upon which to base budget decisions.
  • In FY 2002, HHS received its fourth consecutive clean opinion on its financial statements. It also launched the Unified Financial Management System (UFMS), which will help the Department not just in financial management, but also in consolidating administrative systems and improving overall program support and management.
