OCEA Sponsored Capacity Building Programs

The International Trade Administration's (ITA's) Market Access and Compliance, Office of the China Economic Area (OCEA) Capacity Building Programs are designed to enhance cooperation between the U.S. Government, U.S. industry and Chinese regulatory and operation groups. OCEA's Capacity Building Programs help decision makers and officials resolve the increasingly complex issues they face when addressing governance in the areas of healthcare, distribution rights and services, intellectual property, logistics, software government procurement, standards & conformity assessment, and transparency in rule making.

The Capacity Building Programs are a collaborative effort of the Department of Commerce, other U.S. government agencies and U.S. industry to provide information, training, and assistance to China's private and public sector in order to create laws and regulations that conform to international standards. These programs also provide the Chinese regulatory body with background information to enhance their understanding of the U.S. planning and implementation process of a wide range of industry rules and regulations. Capacity Building Programs are key in bringing China and U.S. industry representatives together to discuss their international trade issues.

U.S.-China Legal Exchange
A day long seminar on China's new revisions to Partnership Law and draft Anti-Monopoly Law legislation. The US Department of Commerce, Office of General Council, hosts a senior delegation from China's Minsitry of Commerce and State Council for presentations and discussion on these important legal issues. Standards Workshop
These two-day seminars co-organized by ITA, OCEA, Standards Liaison Office, NIST and various industry groups, host an audience from Chinese standards agencies to the United States. The workshops highlight the U.S. approach to standards development and provide technical exchanges on standards in four sectorial areas: green construction, e-commerce metadata, certification processes, and telecommunications standards. IT/Telecom Equipment Standards Seminar
The Department of Commerce co-hosts an Information and Communications Technologies (ICT) seminar on standards and conformity assessment issues with China's Ministry of Information Industry. The purpose of this event is to allow U.S. and Chinese government and private sector experts an opportunity to discuss standards development issues and regulation that affect U.S.-China trade in ICT products. U.S.-China IPR Enforcement Symposium
OCEA is working with various offices to present issues and options to Chinese officials and entrepreneurs on intellectual property rights enforcement. Topics include the Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS), and comparative criminal practice and procedures. An emphasis will be given to specific intellectual property cases undertaken by U.S. law enforcement officers, prosecutors, and courts. Contact: Ellen_Szymanski@ita.doc.gov
