Mr. Vinh joined the Computer Integrated Building Processes Group (CIBP) in October 2005. CIBP is a part of the Building and Fire Research Laboratory of the National Institute of Standards and Technology (NIST). Mr. Vinh is the chief architect for the Building Information Services and Control System (BISACS). The BISACS is an informational infrastructure consisting of multiple computers and various software modules integrated together; the BISACS is used as a tool to explore alternative ways for how building information such as sensor data, alert data and floor plans can be communicated to external entities such as emergency operations centers and first responder mobile units. This research focuses on resolving interoperability challenges in areas such as communication methodology, network scalability, data security and data integrity, presentation standards, data content and encapsulation standards, and interface protocol standards. The interoperability research being done using the BISACS proposes methods and insights for developing a standards framework to enable communication between building information systems and first responder information systems. Having a standards framework in place will assist in the development and deployment of commercial products in support of building interoperability. Prior to joining NIST, Mr. Vinh spent 18 years in the software engineering industry working on numerous software systems such as real-time systems, client-server systems, data-management systems, network-management systems and communication systems.

Computer languages used on the various software systems included languages such as Java, C, C++, Visual Basic, Ada and Fortran. Technology used for the various systems included Web Services, the Common Object Request Broker Architecture (CORBA), the Secure Sockets Layer (SSL) Protocol, the Radio Frequency Identification Architecture (RFID), the Client/Server Architecture, the Publisher/Subscriber architecture, the Object Oriented Design Architecture, the Database Management Architecture, various Telecommunication Protocols as well as Satellite Protocols.

Mr. Vinh received his Bachelor of Science degree from George Mason University in Fairfax, Virginia. His Master of Science degree is from the Johns Hopkins University of Baltimore, Maryland.
