the 50th Golden Anniversary of the creation of the Reserve Program
Administrators (RPA) Corps.

Coast Guard Implementation of Periodic Health Assessment (PHA): The Health, Safety and Work-Life Directorate (CG-11) is pleased to announce pilot testing has begun for implementing the PHA Coast Guard wide within the next few months. The PHA is a targeted medical screening that will replace the routine five-year physical examination and this annual screening is devised to ensure all members are healthy and medically ready to support Coast Guard missions. All Coast Guard Active Duty and Selected Reserve personnel will be required to complete an annual PHA during their birth month. President Signs New Post-911 GI BIll — On 30 JUN 2008, President Bush signed into law the Post-9/11 Veterans Educational Assistance Act of 2008. This program is for military personnel (active and reserve) who served a minimum of 90 days of active duty on or after 11 SEP 2001. The benefits will depend on the amount of time served on active duty. This program does not take effect until 1 August 2009. Benefits are only payable for training pursued on or after 1 AUG 2009. Any training prior to that date will not be paid through the Post-9/11 GI Bill. USCG policies and procedures will be disseminated as soon as they are developed, and they will be in conjunction with DOD and VA. Until specific Coast Guard guidance is available, you may visit the VA Website at: www.gibill.va.gov/, which includes a Frequently Asked Question section. Across America Veterans Day Event — The DC CPOA invites all
Coasties and their families nationwide to the 10th annual
USCG Flags Across America Veterans Day event at Coast Guard Hill,
Arlington National Cemetery, Arlington, Va. on Saturday, Nov. 8, 10 a.m.
The group will be placing USCG flags on the graves of Coasties
throughout the cemetery, and has been doing this each year since 1999. www.uscgflags.org.

CGC White Alder Memorial
Service: Sunday, Dec. 7, 2008 will mark the 40th anniversary
of the CGC WHITE ALDER tragedy (it collided with the Formosan freighter Helena
and 17 of the 21 crew were lost in the Mississippi). MSU Baton Rouge,
