FTC, if it is to test cigarettes to generate "factual statements" about tar and nicotine yields must modify the testing procedures so that cigarette companies cannot fool the machine with small holes in the filter and cigarette paper that give artificially low results, while smokers subconsciously block the holes with their lips while smoking to get higher yeilds.
