Region 4 Federal Acquisition Service Noteworthy Accomplishments

Assisted Acquisition Services (AAS)

The Next Generation Technical Services contract was awarded by AAS to GSA industry partner, Lockheed Martin on behalf of the Department of Defense High Performance Computing Modernization Program.  The contract is valued at an anticipated $344.2 million, and calls for operation and maintenance of the high performance computing centers at four major Department of Defense scientific research sites.  Contract operations begin June 1, 2008.

A new $70.6 million project for the National Guard Bureau's Consequence Management Support Center was awarded by the Region 4 AAS Team, with assistance from Region 2. GSA exceeded the customer's expectations by awarding this project in a record time of 39 days. The award was made to an Alaskan Native Corporation, NANA Pacific, LLC, and provides logistics, maintenance, and rapid response support to the National Guard Bureau. Fleet Services

In keeping GSA Fleet customers in up-to-date, reliable vehicles, 8,688 new vehicles were ordered for delivery in FY 08 - to replace those currently in use by federal agencies and contractors. Sixty percent of this year's new vehicle purchases are Alternative Fuel Vehicles (AFVs), demonstrating GSA Fleet's continued commitment to providing environmentally friendly vehicles. E85 sedans include Impalas, Avengers, and Crown Vics. The only E85 minivan provided this year is the Chevrolet Uplander. E85 SUV's include the Suburban, Tahoe, Durango, and Grand Cherokee. E85 pickups include models from Ford, Chevrolet, and Dodge. Hybrids offered this year include the Malibu, Escape, and Saturn Vue.

Network Services Division (NSD)

NASA's Kennedy Space Center (KSC) was signed as a new local telecommunications customer.  KSC’s requirement for twenty-two (22) Primary Rate Interface (PRI) Integrated Services Digital Network (ISDN) circuits was satisfied through the Region 4 awarded, competitive GRITS local telecommunications services contract. The new service supports KSC’s voice telecommunications requirements and covers 20,000 working NASA telephone numbers. The service was successfully switched from NASA's contract carrier over to the GSA/ATT team on May 16, 2008. Value: $660,000 (over five years of recurring monthly service). The GRITS contract was developed by regional telecommunications program staff.

NSD also provided an existing local telecommunications service client, the Centers for Disease Control and Prevention (CDC), with a nationwide project solution. The CDC sought to re-architect their existing WAN hardware design and implement changes to increase the level of performance and services to all CDC remote offices. Network equipment was upgraded to support real-time services including MPLS, IP-video, IP-voice, and a redundant network matrix of data connectivity. CDC utilized NSD’s certified project managers and GSA Schedule 70. The year long project was finished in April 2008. Value:  $4,238,000

During FY 07, Region 4 received a combined (owned and leased) score of 76% of highly satisfied responses from 5,958 tenants.

As of FY 07, PBS is reporting to the Department of Energy reduced energy usage in Btus/GSF of 9.64% from the new 2003 baseline established in the Energy Policy Act of 2005.
