The options structure initialisation function for Chapter h. This function or
nag_ip_read (h02xyc) must be called before making any use of the options
structure.

Type     : C subroutine in NAGC library (H sublibrary).
Access   : Proprietary. Many implementations available.
Precision: Double.
Note     : This procedure may also be invoked using the name h02xxc.
