Washington, DC – The U.S. General Services Administration (GSA) today announced that draft requests for proposals (RFP) for two, 10-year, governmentwide acquisition contracts (GWACs) for information technology (IT) services, including a five-year base with five options, have been issued.

The proposed Alliant Small Business GWAC, valued at $15 billion, would be set aside for small businesses.Its companion, Alliant, is valued at $50 billion and would be open to all bidders. Both draft RFPs were posted online yesterday on FedBizOpps.

“These awards mark another major step in the Bush Administration's action plan to provide opportunities for small businesses, create jobs and stimulate economic development,” said GSA Administrator Stephen A. Perry. “Alliant SB gives small businesses an opportunity to become government prime contractors. In addition, the increased competition will provide agencies and taxpayers with best value IT services, while supporting agencies as they work to achieve their goals to increase the number of contracts with small businesses.”

As proposed in the draft RFP, the Alliant contracts would enable federal agencies to order the IT services they need, when they need them. The drafts are designed to solicit comments from customer agencies and industry. The deadline for comments is due June 3.

Consistent with GSA’s ‘Get It Right’ initiative to achieve excellence in federal acquisitions, GSA’s Federal Supply Service worked with stakeholders to develop the best approach to the Alliant contracts, taking the necessary steps up front to ensure that as many issues as possible were resolved, before the draft RFPs were issued.
