AbilityOne Program

The Javits-Wagner-O'Day (JWOD) Act, 41 U.S.C. 46-48c, established a procurement program to increase employment opportunities for individuals who are blind or have severe disabilities.

The Act makes it mandatory for all federal agencies to purchase certain supplies and services from designated nonprofit agencies. GSA's Public Buildings Service typically purchases services for janitorial, grounds maintenance, and administrative support.

The publications listed in this section are intended to provide generic contract guidance and tools that may be used when working with the AbilityOne program.
