"Significant Guidance Documents": Agency Good Guidance Practices

To improve the quality, transparency, accountability, and coordination of the use of guidance documents by Federal agencies, the President issued Executive Order (EO) 13422, “Amendment to Executive Order 12866 for Regulatory Planning and Review,” on January 18, 2007. EO 13422 clarified the Office of Management and Budget’s (OMB’s) authority to oversee agency guidance practices. On that same day, OMB issued the Final Bulletin on Agency Good Guidance Practices (the Bulletin), which establishes policies and procedures for agencies to apply in their development and issuance of “significant” and “economically significant” guidance documents, as defined by OMB.

Final Bulletin for Agency Good Guidance Practices

OIG currently has no “significant guidance documents,” as defined in EO 13422 and the Bulletin. Requests for the issuance of “significant guidance documents” may be submitted electronically below. Any future “significant guidance documents” issued by OIG will appear on a list here.
