NASA/MSFC has a requirement for a Nitrojet Supervisory Control System. This is software to control a high pressure liquid nitrogen blasting system and high pressure water blasting systems installed in an automated blasting cell within building 4707/rooms 150 and 151. Once installed the system will allow the control of high pressure liquid nitrogen or high pressure water to remove thermal protection systems (TPS), paint and other tough coatings from typical flight vehicle substrates including hardware and test specimens. **Please see attached statement of work.

NASA/MSFC intends to purchase the items from NitroCision, LLC. They are the only source for the liquid nitrogen blasting technology in that they hold the sole proprietary rights to the Nitrojet system technology, equipment and associated literature.

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Mary.M.Brinkley@nasa.gov or fax to 256 544-4401 no later than 4:30 p.m. June 9, 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

Oral communications are not acceptable in response to this notice.

All responsible sources may submit an offer which shall be considered by the agency.
