FY 2008 Homeland Security Grant Program

Program Overview

A core mission of the Department of Homeland Security (DHS) is to enhance the ability of State, local and tribal governments to prepare, prevent, respond to, and recover from terrorist attacks and other disasters.  The Homeland Security Grant Program (HSGP) is a primary funding mechanism for building and sustaining national preparedness capabilities. HSGP is comprised of four separate grant programs:

Together, these grants fund a range of preparedness activities, including planning, organization, equipment purchase, training, exercises, and management and administration costs.

The Fiscal Year (FY) 2008 HSGP contains significant improvements based upon extensive outreach to HSGP stakeholders.  In addition, the risk assessments that form the basis for eligibility under the HSGP have been refined slightly to conform with the final provisions of the Implementing Recommendations of the 9/11 Commission Act of 2007 (hereafter “the 9/11 Act”).

State Homeland Security Program

Total Funding Available in FY 2008:  $862.9 Million

Purpose:  This core assistance program provides funds to build capabilities at the State and local levels through planning, organization, equipment, training, and exercise activities.  SHSP also supports the implementation of State homeland security strategies and key elements of the national preparedness architecture, including the National Preparedness Guidelines, the National Incident Management System and the National Response Framework.

Eligible Applicants:  Eligible entities for SHSP are all 50 States, the District of Columbia, Puerto Rico, American Samoa, Guam, Northern Mariana Islands, and the Virgin Islands.  Available funds are distributed to each State based upon the risk and effectiveness scores associated with each application and also on a minimum allocation consistent with the statutory formula set by the 9/11 Act.  Each State, the District of Columbia, and Puerto Rico will receive 0.375 percent of total available SHSP funds as a minimum allocation and the four territories will each receive 0.08 percent.  Effectiveness scores are determined through a peer review of proposed State and Urban Area investments.

State Homeland Security Program – Supplemental Guidance for Tribal Applicants

Purpose: This core assistance program provides funds to build capabilities at the tribal levels through planning, organization, equipment, training, and exercise activities.  SHSP also supports the implementation of homeland security strategies and key elements of the national preparedness architecture, including the National Preparedness Guidelines, the National Incident Management System and the National Response Framework.

Eligible Applicants: Please refer to Page Nine of the Supplemental Guidance for Tribal Applicants to determine eligible applicants.

Urban Areas Security Initiative

Total Funding Available in FY 2008:  $781.6 Million

Purpose:   The UASI program addresses the unique multi-disciplinary planning, organization, equipment, training, and exercise needs of high-threat, high-density urban areas, and assists them in building and sustaining capabilities to prevent, protect against, respond to, and recover from threats or acts of terrorism.  This program provides funding to high-risk urban areas based on risk and effectiveness.

Eligible Applicants:   FY 2008 UASI funds will be allocated based on risk and anticipated effectiveness upon completion of the application review process. The 60 candidates are eligible to apply for funding under the UASI program. The eligible candidates have been grouped into two tiers according to relative risk. Tier I includes the seven highest risk areas; Tier II includes the other 53 candidate areas.

Metropolitan Medical Response System Program

Total Funding Available in FY 2008:  $39.8 million

Purpose:  MMRS grants support local preparedness efforts to respond to all-hazards mass casualty incidents, including epidemic disease outbreaks, natural disasters, large-scale hazardous materials incidents, and chemical, biological, radiological, nuclear or explosive attacks.

Eligible Applicants:  As in past years, 124 cities are eligible for MMRS funding.  Each of the jurisdictions will receive $ 321,221 to establish and sustain local capabilities.

Citizen Corps Program

Total Funding Available in FY 2008:  $14.5 million

Purpose: Citizen Corps’ mission is to bring together community and government leaders to coordinate community involvement in emergency preparedness, planning, mitigation, response and recovery.

Eligible Applicants:  Similar to SHSP, the Citizen Corps Program is open to all States and territories using the USA Patriot Act formula. All 50 States, the District of Columbia, and Puerto Rico will receive a minimum of 0.75 percent of the total available CCP grant funding. Four territories (American Samoa, Guam, Northern Mariana Islands, and the Virgin Islands) will receive a minimum amount of 0.25 percent of the total available grant funding. The balance of the CCP funds is distributed on a population-share basis.
